Comme une conspiration collective

Membre du grand concert des Nations qui paye régulièrement son membership, le Rwanda s'est quand même vu lâchement abandonné à son triste sort , au plus mauvais tournent de son histoire. Pourquoi l'a-t-on laissé s'enliser si profondément ? Où était le sacré Secrétaire Général ? Est-ce que l'ONU fonctionne vraiment ou c'est tout simplement une grouffre sans fond qui engloutit les fonds publics internationaux, au service de quelqu'uns-uns seulement ?
Je suis très fier d’avoir lu ceci pour vous, qui s’applique fort bien à nos habitudes rwandaises par rapport à l’emploi de notre temps. La valeur du temps Supposez qu’une banque déposerait dans votre compte, chaque matin, un montant de 10 000 dollars, et ne garderait aucun solde en fin de journée. Chaque soir, on effacerait tout ce que vous n’auriez pas utilisé pendant la journée. Que feriez-vous ? Il est aisé de comprendre que chacun retirerait, en fin de journée, jusqu’au dernier sous, ce qui serait resté dans son compte de banque n’est-ce pas…! Le nom de cette banque est…..Le temps. Maintenant, on pose le sujet différemment : Chaque matin on dépose dans votre compte, 10 000 secondes. Chaque soir, on efface toutes les secondes que vous n’auriez pas utilisées pour accomplir ce qu’il y a de mieux. Il ne reste rien dans votre compte, mais vous ne pouvez aller dans le rouge puisque le lendemain matin on vous verse encore dans votre compte 10 000 nouvelles autres secondes, et l’on efface le solde, le soir. Si vous n’utilisez pas tout votre dépôt de la journée, vous perdez ce qui vous reste et rien ne vous sera remboursé, et on ne peut pas emprunter sur ce qui viendra demain. Vous devez vivre avec le présent seulement, avec le dépôt d’aujourd’hui. Vous avez à l'investir de façon à obtenir le maximum en santé, en bonheur et en succès. L’horloge avance, avance, avance...... Pour réaliser la valeur d’une année, demander à un étudiant qui a dû refaire son année académique. Pour prendre conscience de la valeur d’un mois, demander à une mère qui a accouché prématurément un bébé de huit mois. Pour connaître la valeur d’une semaine, aller demander à l’éditeur d’un hebdomadaire à quel point il est toujours sous pression. Pour comprendre la valeur d’une journée, demandez aux amoureux qui ne peuvent se voir le lendemain. Pour estimer la valeur d’une heure, aller parler au patient dans n’importe quelle salle d’urgences. Pour comprendre la valeur d’une minute, allez parler à celui qui vient de rater le dernier train. Pour réaliser la valeur d’une seconde, demander à un automobiliste qui vient tout juste d’éviter un accident. Enfin pour comprendre que même un millième de seconde a une valeur, aller poser la question aux médaillés d’argent aux olympiques. Hier fait déjà partie de l’histoire, demain demeure un mystère, mais l’aujourd’hui est un cadeau, c’est pour cela qu’on l’appelle LE PRÉSENT. Smart serait celui ou celle qui voudrait profiter des enseignements de ce simple billet pastoral de père Luc, (Paroisse Notre Dame du perpétuel secours).

Monsieur Lewis n'avait rien épargné pour dénoncer ceux et celles qui se sont délibérémment impliqués ou laissé faire le génocide des Tutsi du Rwanda. Rwanda Report Scathing The United States, France, Belgium, The Vatican and The Anglican Church are rebuked in an Organization of African Unity (OAU) report for their alleged "hands off' attitude during tribal genocide in Rwanda in 1994. The report was prepared by Stephen Lewis, a former Canadian politician and one-time Deputy Executive Director of the United Nations International Children's Emergency Fund (UNICEF), and a panel of six eminent persons. The criticism has been played down by representatives of the American and French government and The Vatican. The report states that the UN Security Council did not approve a stronger mission to Rwanda until six weeks after the daily massacre of tens of thousands of people had begun. The U.S. Department of Defence then blocked a UN request to lease 50 armoured personnel carriers that the Canadian head of the UN mission in Rwanda, Lieutenant-General Roméo Dallaire, said were needed. By the time the war had ended nearly two months later, no additional UN forces or vehicles had reached Rwanda, by which time 75% of the Tutsi minority had been killed. It seems barely possible to believe", the report states. "The international community actually chose to abandon the Tutsi of Rwanda at the very moment when they were being exterminated." Mr. Lewis, who said the West had chosen to ignore "one of the great calamities of our age", was particularly critical of U.S. Secretary of State Madeleine Albright, who was her country's Ambassador to the United Nations at the time. "Personally speaking, I don't know how Madeleine Albright lives with it he told a news conference at UN headquarters, adding in a subsequent interview that she had "single-handedly prevented the Security Council from beefing up the mission in Rwanda". Moreover, the White House's inaction in early 1994 was "an almost incomprehensible scar of shame on American foreign policy". U.S. State Department spokesman Richard Boucher said the White House and Secretary Albright already had expressed remorse for the administration's inaction. "We did not act quickly enough after the killings began and we did not immediately call these crimes by their rightful name: genocide", he acknowledged. "President Clinton pointed out we cannot change the past, but we can and must do everything in our power to help build the future." In Rome, Gilio Brunelli, Director of Overseas Operations for the Catholic-run agency Development & Peace, said the "Vatican had no role in the genocide and therefore is in no position to apologize". General Dallaire, now retired and still trying to come to grips with the events of six years ago, is lauded by the reports authors as the "only hero" in the affair. They describe his unsuccessful campaign in the face of an inflexible UN bureaucracy and French government officials, to prevent the slaughter. In the end, he was ordered to retreat, using the soldiers under his command to protect foreigners who were trying to escape. "This double standard seems to us outrageous", the report states. Is there a conclusion we can draw from this incident other than expatriate lives were considered more valuable than African lives?"
